I could easily see clips from this video being played on TV screens throughout a post-apocalyptic film in which cyborgs have razed civilization, providing the backstory for our non-augmented species' demise.
While most of the scientists working on these technologies have noble goals of providing aid to impaired or disabled people, or relief to laborers, there is also the military angle — creating the Six Million Dollar Soldier. DARPA is no stranger to this type of research.
By the way, not only is the company's name potentially a reference to The Terminator, but "HAL" could also be a reference to the most famous of cinematic computers.
